Michael Jones reported on activities at North Mountain Middle School. Whitney Hagen reported
on activities at Mt. View High School.
PUBLIC PARTICIPATION
Recognition. The Board recognized the San Jacinto High School Academic Decathlon Team,
the District Spelling Bee Winners, and the DeAnza Funner to be a Runner participants.
Mr. Eric Gosch presented a check to the Academic Decathlon Team in the amount of $500.00
for their hard work and continued success.

Members of the Audience. There were 5 requests to speak. One request was withdrawn
prior to the beginning of Public Participation. Deborah Gray spoke regard her reassignment for
2004-05. Karen Robles spoke on behalf of the San Jacinto Teacher’s Association regarding the
teacher reassignments for the 2004-05 school year. Nancy Ayres spoke regarding the
Kindergarten PM schedule at DeAnza Elementary School and also regarding the decision to
place the middle schools on a traditional calendar.

2003-2004 Consultant Agreements
Description: 1. The Ware Group will provide Reading Plus, Lexia, and ALS software training to the teachers at North Mountain Middle School. Software will help the students in reading fluency (Reading Plus), phonemic awareness (Lexia), and language arts and math (ALS). The training will be from March 25 through April 8, 2004. 2. Leadership Training Associates for assistance with accreditation services, advisement, and development of school self-study and related training at San Jacinto High School from March through May 2004. 3. Professional Development Exchange (PDX) will provide professional development – differentiated instruction at San Jacinto High School from March through June 2004. $5,500 – Funded by Lottery Program Enhancement That the Board approves the consultant agreements with the Ware Group to provide
software training to North Mountain Middle School in the amount of $900, with
leadership Training Associates for assistance with accreditation services in the amount
of $5,500, and with Professional Development Exchange to provide professional
development in the amount of $4,000.

Description: According to the provisions of Education Code Section 44949.21 and 44951.1, the Board of Trustees has until March 15, 2004, to decide whether to reelect or non-reelect and/or renew or reassign certificated administrators in the San Jacinto Unified School District. Rather than having their reelection occur as a result of inaction by March 15, 2004, it is recommended that the Board of Trustees positively renew the following certificated administrators: Fiscal Impact:

Adopt Resolution 03-04-59 for the Expenditure of Funds
Description: From the time school district budgets are adopted in June of each year, there are continuing adjustments in both revenues and expenditures. Oftentimes budgets are brought in at a higher dollar amount than revenue actually received. It is necessary to decrease these budgets to match the revenue received. Additionally, in order to bring in new revenue received for various programs, it is necessary to increase the site and district budgets. District administration is recommending the adoption of Resolution 03-04-59 authorizing the expenditure of these funds as follows: Categorical Programs – See Attached Sheet Recognize revised revenue increases of $120,500. At the Board meetings of February 10 and 24, 2004, the Board heard the first and second readings of the policy. Board Policy 3540 – Transportation is presented for final approval. That the Board approve revised Board Policy 3540 – Transportation.

Prepared by: Business/Facilities Information item: 2/10/04, 2/24/04 SAN JACINTO UNIFIED SCHOOL DISTRICT Business and Noninstructional Operations The Board of Trustees desires to provide for the safe and efficient transportation of students to and from school as necessary to ensure student access to the educational program, promote regular attendance and reduce tardiness. The extent to which the district provides for transportation services shall depend upon student and community needs and a continuing assessment of financial resources. The Superintendent or designee shall recommend to the Board the most economical and appropriate means of providing transportation services. The Superintendent or designee shall develop procedures to promote safety for students traveling on school buses. The Superintendent or designee shall ensure the qualifications of bus drivers and related staff employed by the district, provide for the maintenance and operation of district-owned school buses and other equipment, and ensure adequate facilities for equipment storage and maintenance. General Policy Transportation services for regular pupils shall be recognized as a permissive activity provided by the Board of Trustees as authorized in the Education Code or other statutes. Mandated services for special education or other special students shall be provided in accordance with such rules and regulations established by statute. Pupil transportation in the San Jacinto Unified School District is provided under authority granted by the Education Code of the State of California, the California Administrative Code, Title V, and the California Vehicle Code enforced by the California Highway Patrol. These Board policies, rules and regulations shall have the effect of law in the operation of this program. The policies specified do not represent legal requirements in their entirety, however, compliance with all statutory requirements is expected. The function of pupil transportation is to furnish transportation when economically practical and feasible to those pupils in the district whose attendance in classes would be materially handicapped by the absence of such transportation. The Board of Trustees resolves that it is its intention to carefully review transportation needs in relation to all district-wide needs and the minimum walking distance will be increased if deemed necessary. SAN JACINTO UNIFIED SCHOOL DISTRICT Business and Noninstructional Operations Pupils in grades Kindergarten through 5 who reside one mile or more traveling distance from their assigned school, as measured by the shortest travel route to the school, shall normally be furnished transportation. Bus stops shall be established approximately one-half mile or more beyond the walking distance. Pupils in grades 6 through 8 who reside one and one-half or more miles traveling distance from their assigned school, shall normally be furnished transportation. Bus stops shall be established approximately one-half mile or more beyond the walking distance. Pupils in grades 9 through 12 who reside two or more miles traveling distance from their assigned school, shall normally be furnished transportation. Bus stops shall be established approximately one-half mile or more beyond the walking distance. Pupils who, in walking from home to school, encounter such physical dangers that would make it, in the judgment of the district administration, unwise to allow foot travel, may be furnished transportation. Pupils shall come to designated stops approved by the Board of Trustees for transportation service. Pick ups and discharges of pupils from buses shall be made only at approved bus stops. Under no circumstances will a student be let off at stops other than the regular pickup stop for any reason including baby sitting purposes, unless arrangements are made through district officials and an additional bus stop is not required. Bus passes may be required to ride the bus. If a pass system is implemented and the student loses the pass, there will be a charge to replace the pass. Pupils transported in a school bus shall be under the authority of, and responsible directly to, the driver of the bus. The driver shall be held responsible for the orderly conduct of pupils while they are on the bus or being escorted across a street, highway or road. SAN JACINTO UNIFIED SCHOOL DISTRICT Business and Noninstructional Operations No bus driver shall require any pupil to leave the bus enroute between home and school or other destination. Parents shall be held responsible for the conduct of their children at or on their way to or from bus stops. Pupils responsible for the commission of vandalism or other depredations to private property, including improper conduct at or near bus pick up or discharge stops, shall be subject to disciplinary action. Under no circumstances shall animals, alcoholic beverages, intoxicants or any controlled substances as defined in Health and Safety Code 11053 et. seq., or weapons be carried or used on a bus. Continued disorderly conduct or persistent refusal to submit to the authority of the driver shall be sufficient reason for a pupil to be denied transportation in accordance with policies of the Board of Trustees. The Superintendent or designee may use his/her discretion and suspend a pupil from transportation service for any period of the school year when an offense is of such a serious nature that the safety of other pupils or employees is endangered. Special Consideration for High Schools To provide for a full high school program, special transportation arrangements and trips may be approved by the Superintendent or designee. Transportation of Persons Other Than Pupils or Employees Volunteer adults who are assisting in the supervision of pupils may be transported to and from school athletic contests or other school activities. Children may be permitted to accompany parents when such transportation is provided for special parent activity as a part of a program. No pupils or children other than those for whom the trip was planned shall be permitted on the bus. Trips shall be authorized within the limits of available equipment and qualified drivers. Payments in Lieu of Providing Transportation Contracts between the Board of Trustees and a parent or guardian of a pupil may be entered into for the transportation of pupils. Bus Routes and Stops Bus routes and bus stops shall be established by the district administration. The Board of Trustees shall annually review bus schedules, routes and stops. Emergency Procedures Bus students shall be instructed twice during each school year in safe riding practices. This shall be a part of the normal classroom instruction. Pupils shall participate in an annual emergency bus evacuation drill. This shall be carried out under the supervision of the bus driver. Classroom instruction shall be provided by teachers. Servicing and Maintenance of Buses The district transportation fleet shall be maintained and serviced in accordance with the generally accepted manufacturer's standards of maintenance and to satisfy all regulations of state agencies. Bus Drivers School bus drivers employed by the District shall comply with all requirements established by the district, state legislature, State Board of Education, the State Department of Motor Vehicles, and the California Highway Patrol. Assisting Students to Cross Streets
Drivers shall escort pupils attending elementary, middle, and when appropriate high schools
across a street or highway upon which the bus has stopped when unloading students.
Parents or others shall be expected to assist students enroute to school bus stops for pickup
purposes.
Bus Security
A return time shall be designated on all buses scheduled for regular and field trip runs. Any
buses overdue in excess of one hour shall be considered missing, and the transportation
department shall be responsible for reviewing the route and schedule to determine possible
reason for the delay. The review of the route may include actual tracing of the route.

Project
Change Order No. 1 provides for necessary additional work to the San Jacinto High School Expansion and Renovation project. Work includes revisions and reconnection to the existing storm drain and sewer; modification to the air handlers for the woodshop dust collector and the addition of security contacts and exterior speakers for the new buildings. Additional electrical work is incorporated in this change order to meet current Title 24 and Division of State Architecture (DSA) requirements. The total effect of Change Order No. 1 increases the construction cost in the amount of $98,660 representing a reduction of .93% of the original combined contract amount. Work includes value engineering and revisions to landscape; irrigation; termite and weed control under building slabs; light fixture and operable walls adjustments. Additional work is incorporated in this change order to provide for additional bracing, beams, and wall supports; addition of vinyl concrete tile (VCT) walk off areas at exterior classroom entry doors; VCT install in science and art classrooms; additional exit signs, clock, horn and strobes and additional electrical line work required by Southern California Edison.
